Specifications are on file at the office of The EADS Group and at the Knox Borough Office for viewing by interested bidders. No Bidder may withdraw a bid within one hundred twenty (120) days after the actual date of the opening thereof. Should there be reasons why the contract cannot be awarded within the specified period; the time may be extended by mutual agreement between the Owner and the Bidder. The Owner reserves the right to accept or reject any or all bids and to waive any informalities in the bidding process. A certified check, payable to the Owner, or a satisfactory Bid Bond executed by the Bidder and the Surety Company, in an amount equal to 10% of the total amount bid, shall be submitted with each bid. All Surety companies executing bonds must appear on the Treasury Department's most current list (Circular 570 as amended) and be authorized to transact business in Pennsylvania. The Project is funded with assistance from the Commonwealth Financing Authority and the Pennsylvania Infrastructure Investment Authority (PENNVEST) under the Clean Water State Revolving Fund loan program. The work for this Project will be done under the provisions of the U.S. Department of Labor, Wage & Hour Division, Davis-Bacon Wage Rates as set forth in the Contract Documents. All bidders shall also comply with the following requirements: Title VI of the Civil Rights Act of 1964 (PL88-352); Age Discrimination Act of 1975, Executive Orders 11246-Equal Employment Opportunity, 11625-Minority Business Enterprise, 12138-Women's Business Enterprise; and The Pennsylvania Human Relations Act. The Contractor must utilize to the greatest extent feasible minority and/or women business concerns located within the general trade area, in accordance with Executive Order 11625 and 12138. The bidder must submit evidence of minority and women business enterprises who have been contacted and to whom commitments have been made. Documentation of such solicitations and commitments shall be submitted concurrently with the bid. The successful Bidder for each contract will be required to furnish satisfactory Performance and Labor and Material Payment Bonds. The Owner reserves the right to accept or reject any or all bids. The successful Bidder on each contract will be required to fully complete all work within 365 consecutive calendar days from, and including, the date indicated by the Owner in their written Notice to Proceed. PUBLIC NOTICE CLARION COUNTY PROPOSED FFY 2010 COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) PROGRAM FINAL SYNOPSIS/ PUBLIC MEETING The County of Clarion hereby gives notice that it intends to submit an application to the Pennsylvania Department of Community and Economic Development (DCED) for FFY 2010 Community Development Block Grant (CDBG) funding assistance. FFY 2010 entitlement assistance will be approximately $275,000. The County of Clarion is proposing to utilize the funds for the following projects in the following approximate amounts (pending the final, approved FFY 2010 CDBG allocation - the individual project amounts may change once the actual FFY 2010 CDBG allocation is announced by the Commonwealth): FFY 2010 CDBG Funds Hawthorn Redbank Redbank Municipal Authority - Replacement of 13 Fire Hydrants $39,040 Knox Borough - Sanitary Sewer Lateral Replacements $43,540 Redbank Valley Municipal Authority - Installation of Sanitary Sewer Laterals $43,540 Rimersburg Borough Municipal Authority - Replacement of Sanitary Sewer Line $32,240 St. Petersburg Borough - Electrical System Upgrade at Water Plant $38,540 Washington Township - Replacement of Sanitary Sewer Line $28,600 Administration $49,500 APPROXIMATE TOTALS - $275,000 No displacement of families or individuals will be involved. The above proposed CDBG activities have been selected after a public meeting was held on November 9, 2009 at the Clarion County Court House, to identify the County of Clarion‘s needs, particularly for low-and moderate-income families and individuals. Citizen input into the County‘s Three-Year Community Development Plan was also invited at the first public meeting. A second public meeting will be held on March 23, 2010, beginning at 2:00 p.m., prevailing time, in the Commissioners Conference Room at the Clarion County Court House, 421 Main Street, Suite 18, Clarion, PA 16214. The purpose of the meeting is to review and discuss the above proposed activities/projects tentatively selected by the County for funding in part or totally with FFY 2010 CDBG program funds. The County of Clarion has established tentative goals of 5.0% for minimum participation by Minority Business Enterprises and 3.0% for Women Business Enterprises from the non-administration portion of it‘s FFY 2010 CDBG program funds. The County of Clarion‘s FFY 2010 CDBG application will be considered for final approval by the Board of Clarion County Commissioners at its regular meeting beginning at 9:00 a.m., prevailing time, on April 14, 2010.
