HARRISBURG Keystone scored best in the PSSA tests in 2008-09, with Clarion Area and North Clarion, who scored best in 2007-08, generally coming in next, followed by Clarion Limestone, Redbank Valley and Union. A-C Valley scored poorest, but still made all its Average Yearly Progress targets, while Redbank and Union missed making AYP this time.
