LIHEAP opens, local situation called ‘scary’

CLARION The Pennsylvania Department of Public Welfare’s Low Income Home Energy Assistance Program began accepting applications Monday. LIHEAP provides cash grants to help low-income households pay to heat their homes during the winter months. Cash grants are based on income, family size, type of heating fuel and region.
