CLARION The BiLo in Clarion will be closing “on or about” Jan. 16, according to a Nov. 18 letter to Clarion Borough Mayor John Stroup from BiLo owner, the Penn Traffic Company. Penn Traffic, headquartered in Syracuse, N.Y. owns and operates supermarkets under the P&C, Quality, and BiLo trade names in New York, Pennsylvania, Vermont, and New Hampshire.
