CLARION The Clarion County Board of Commissioners Dec. 22 approved a $5,000 payment to settle “civil action 1114CD2007.” The commissioners declined to comment on the issue any further, saying the issue is a personnel matter. According to court documents, Clarion County civil case 1114 of 2007 is a lawsuit filed by Carla S. Smith of Leeper.
