Spectators believed meeting had ended

CLARION Some people who attended the March 3 meeting of Clarion Borough Council were surprised to learn council voted down a proposal to eliminate several parking spaces along South Street. The vote on the proposal came after an executive session which was preceded by an announcement that no action would be taken after the closed-door meeting.
