Charged with driving under the influence of a controlled substance, a misdemeanor; possession of drug paraphernalia, an unclassified misdemeanor; and summary charges of improper turning and failure to stop at a stop sign at 11:32 a.m. Feb. 12 in Clarion Township.

Police stopped Shaffer after observing him turn his vehicle left in front of another car, almost causing a collision.
