Noto steps down from Clarion council

Clarion Borough Councilman Jason Noto Jan. 5 announced his resignation from council after 10 years of serving on the panel. Noto said he enjoyed the experience.

CLARION - "I would like to say over the ten years I've had the privilege to serve the citizens of the Borough of Clarion, that they've been wonderful," Clarion Borough Councilman Jason Noto said Jan. 5. "I really did enjoy it and I learned a lot in this position -- but I think it's time now for me to focus on things that I need to do."

Borough council moved to accept the resignation by with a 4-2 vote. Councilman Ben Aaron and Council President Carol Lapinto offered the symbolic no votes. Councilwoman Brenda Dede was absent.

Noto also expressed his appreciation for the borough police department and the public works department.

"Four guys just four guys keep everything running in the borough," Noto said of the public works crew.

Noto also referred to borough secretary Linda Lavan Preston as the "best asset" the borough has.

"We've very lucky to have her," Noto said of Lavan Preston.

Council has 30 days from the effective date of Noto's Jan. 5 resignation in which to appoint a replacement council member.

To be eligible to serve on council, the candidate must be a registered voter in the borough and must have lived within the borough for at least one year.

The person appointed to Noto's seat will fill that position only through the end of 2021 as the seat will be up for election this year.

In other business Jan. 5, council:

4Re-appointed Kristin Clark to a three-year term on the borough zoning hearing board. The term expires at the end of 2023.

4Appointed Keaton McBeth to fill a vacancy on the borough zoning hearing board. The term expires at the end of 2022.

4Appointed Jack Troese to a four-year term on the borough planning commission. The term expires at the end of 2024.

4Appointed Clarion Borough Mayor Brett Whitling to a three-year term on the Clarion Free Library Board of Directors. The term expires at the end of 2023.

4Designated Ron Kopko as a regular member of the borough's Uniform Construction Code Board of Appeals. Kopko was an alternate member of the board.

4Appointed Ryan Miles and Scott Hannold as alternate members of the borough UCC board of appeals.

4Appointed Susquehanna Consulting as the borough's financial consultant for 2021 at an hourly rate of $190. The rate is unchanged from 2019 and 2020.

4Appointed Councilman Zach Garbarino to a five-year term on the Clarion Borough Storm Water Authority Board. The term expires at the end of 2026.

4Appointed Brian Luton to the Clarion Borough Storm Water Authority Board. The term expires in January of 2023.

4Acknowledged a letter from PennDOT informing the borough the state agency will be conducting various traffic studies in municipalities, including Clarion Borough, at various times and locations during the months of January, February, March and April.
